您好，为将各国政府、有关国际和国家机构、组织和公众可以获得的、对解决生命发展志愿工作有效的行动方面的知识、经验和意见集中起来并广为散发，增强所收集的信息的有效性，并创造机会为一些优秀的项目提供展示交易的管道，在全球范围内监测这些项目的进度。中国生命论坛的发起单位-中国生命关怀协会志工委、“关爱生命万里行”活动小组发起举办首届国际生命发展论谏暨志工领袖峰会（香港站.2012），该决定已经得到了与会部分政要、企业家、专家学者以及主流媒体的积极支持。

首届国际生命发展论谏暨志工领袖峰会（香港站.2012）计划2012年7月21日-24日在香港举办，主题是：从这里开始--全球协作下的不同志愿工作，组委会诚挚邀请您出席，与全球精英共同进行一场颠峰对话，推动生命关怀及志愿工作事业发展。

In a bid to draw on and spread out the knowledge ,experience and suggestion on solving the volunteering work of life development acquired from governments 、related intl.& national institutions、organizations and the public ,enhance the effectiveness of collected information, create demonstration and deal platforms for the excellent special cases while globally monitoring the progress of these cases . The initial enterprise of life forum-Chinese association for life care and activity group of ＂travel thousands of miles for caring life＂This decision has obtained positive support from part of the political leaders ,entrepreneurs ,experts& scholars and mainstream media.

The first intl. life development forum namely the summit of volunteering leaders (Hongkong station 2012) plans to open from July 21-July 24 ,2012 in HongKong , the theme is :start from here –different volunteering work under global coordination . The committee invites you to present ,to hold a summit dialogue with global elite and promote the development of life care and volunteering cause.

首屆國際生命發展論諫暨志工領袖峰會（香港站.2012），由中國生命關懷協會志願者工作委員會、“關愛生命萬裡行”活動小組共同發起，以大中華地區志願者為核心，邀請鄰近國家及海外地區之志願者、公益組織，交流全球協助下的不同志願特別是政府法治、生命教育、臨終關懷、災難救援、社區自治、扶助弱者等有關生命發展方向的志願工作，同時打造層次較高、規模較大、到會NGO較多且分佈國別地區廣、成交效果好、信譽佳的綜合性優秀公益專案交易盛會，建立海外聯盟，互相學習，加強各類社會資源多層次、多管道、多形式、機制化的交流與合作。

The first intl. life development forum namely the summit of volunteer leaders (HK station 2012) is jointly initiated by volunteer working committee that affiliates to Chinese association for life care and activity group of “travel thousands of miles for caring life ”, this activity is centered by Chinese volunteers along with the invitation of volunteers and public welfare organizations from neighboring countries and other parts of the world ,it aims to build a great comprehensive public welfare meeting of higher and bigger scale、more NGO involved 、wide spread 、effective and efficient and better credit while exchanging different volunteering work that related with life development esp. in the field of governmental rule of law 、life education、dying care、disaster relief  、community self-government 、helping the needed .

我們已確立一班資深有領導能力之志願者籌辦該活動，而未來籌畫的工作繁多，其成功有賴商業機構、社會服務慈善、社福團隊之人力及財力的支持；其後我們陸續邀請中港海外華人，志願者組織團隊，教育部門，學校，社會企業職工等等之志願者，通過不同形式參與此交流會。

We have conformed to arrange this activity by a crew of experienced volunteers, the future work would be tremendous and complicated , the crux of making it well depends on the back of the manpower and material capabilities from commercial institutions 、social services &charitable institutions  、social welfare groups; afterwards ,we will invite the Chinese from HK, China ,and overseas  and the members of  volunteer organizations , educational departments ,schools ,social enterprise ,by various forms , to participate in this activity .

峰會背景 Background of the summit

隨著工業化、城鎮化、市場化、資訊化的發展，各國的社會結構、社會形態和利益格局深刻變革，包括快速推進的經濟全球化和科技革命，為人類創造了前所未有的巨大財富同時，失衡加劇的全球經濟和貧富差距，為人類增加了錯綜複雜的安全威脅。在這巨變的時代，人們的社會心理、行為方式和利益訴求明顯改變，對生存生活有了更高期待，對獲得公平的機會、共用發展機遇、實現全面發展有了更迫切的願望。

With the development of industrialization 、urbanization 、mercerization 、normalization , the profound revolution of the social structure ,social form and benefit in different countries , including the rapid ongoing  economic globalization and technological revolution ,have imbalanced and escalated global economy and the gap of wealth, and brought humanity complicated safety menace while creating unprecedented wealth . In the great changing era , people’s psychology ,behavior and benefit appeal have remarkably changed ,holding higher expectation towards life and urgent desire for obtaining equal opportunity and jointly all-round development .

共同的心聲和行動，催生了全球新一輪公益慈善浪潮，而志願者群體不斷成長為此次變革的重要元素。在此進程中，亟需加強多層次、多管道、多形式、機制化的交流與合作，完善全球公益慈善中的志願工作體系，為民眾生命發展提供保障。

The common aspiration and behavior have prompted a new round of public welfare and charitable tide ,the growing volunteer community is the essential elements for the revolution. During the progress, it is badly need of cooperation in multi-level ,multi-channel, multi-form and institutionalization , perfection of the relationship of global charitable volunteers and providing safeguard to people’s life development

國內生命論壇原名茉莉花論壇，2006年舉辦以來，一年一屆的生命論壇已經成為我國民間社會志願者的的交流平臺。包括國家領導人彭佩雲，顧秀蓮等國家部委、省市縣相關領導，李嘉誠等商界領袖，梁曉聲等著名作家，姜昆等影視明星，張厚粲等知名學者，及眾多北京大學在內的海內外權威專家，教育部門及學校負責人，社會企業、媒體人士，社會團體、事業單位、基金會代表，及志願者都通過不同形式參與過論壇。

The domestic life forum was named jasmine forum ,since the debut in 2006, the annual life forum have become a non-governmental communication platform for volunteers .Volunteers including national leader Peng Peiyun , Gu Xiulian and other leaders of national departments and committees , business leader Li Jiacheng , famous writer  Liang Xiaosheng , glitterati  JiangKun , famed scholar and many authoritative experts ,principals of educational department and schools and representatives of social enterprises、 media personage 、social groups 、institution and foundations  home and abroad including those from Peking University , participate in the forum in various forms.

今年，生命論壇的發起單位-中國生命關懷協會志工委、“關愛生命萬里行”活動小組希望聯合有關機構、組織共同舉辦全球性大會，以應對全球化對志願事業帶來的機遇和挑戰。該決定已經得到了與會部分政要、企業家、專家學者以及主流媒體的積極支援。

This year , the initial enterprise of life forum –Chinese association for life care and activity group of “travel thousands of miles for caring life ” want to hold the great global meeting united with related institutions and organizations in a bid to cope with the challenges for volunteering cause brought by globalization . This decision has obtained positive support from part of the political leaders 、entrepreneurs 、 experts& scholars and mainstream media.

國際生命發展論諫希望為各國政府、學者、商業領袖和公益領袖提供交流的論壇。將各國政府、有關國際和國家機構、組織和公眾可以獲得的、對解決生命發展志愿工作有效的行動方面的知識、經驗和意見集中起來並廣為散發，增強所收集的資訊的有效性，並創造機會為一些優秀的專案提供展示交易的管道，在全球範圍內監測這些專案的進度，成為促進生命發展方向的公益慈善和志願服務領域的“奧林匹克”盛會。

Intl. life development discussion hopes to provide a communication platform for governments 、scholars、business leaders and public welfare leaders , and draw on all the knowledge ,experience and suggestions acquired from governments ,related intl. or national institutions and organizations together and the spread them , enhancing the effectiveness of the collected information and creating opportunities for the excellent special cases as showing and dealing platform . Globally monitoring the progress of these cases and making it a charitable and volunteering “Olympics” in the direction of promoting life development .

名稱由來

origin of the name

論諫是中國古人論述講諫的方法，不論古時還是現代，不論東方，還是西方，人們議論進諫，往往贊成諷諫，貶低直諫，《諫論》認為這種說法大概是由孔子首先提出來的。在全球下背景下，如何就國際性話題進行正言進諫是一種智慧和謀略，這取決於機智、靈活、勇敢、善辯，就像中國古代遊說諸侯的策士那樣就可以了。

Discussion of suggestions is the way of ancient Chinese to discuss and deliberate . irrespective of old time or modern time , east or west , people tend to advocate implicit suggestion and depreciate direct suggestion . 《Discussion of suggestions》thinks this expression was initiated by Confucius .Under global background , It is a kind of wisdom and strategy carry on the direct suggestion about intl. topics ,depending on wit ,flexibility , encourage and eloquence , just like the tacticians to lobby the feudal kings in ancient China .

“醒悟就會明白，害怕就會謹慎，振奮就會勤勞，堅強就會勇敢，接受就會寬厚。”以論諫為方法，探討有關生命生存生活發展的有關話題，希望碰撞智慧的火花，達成共識，促進相關領域的改革和開放。

     “wake then clear, fear then cautious, inspire then diligent ,brave then courageous ,accept then tolerant,”, In the way of discussion of suggestions to discuss the topics about life existence and life development , hoping to hit the spark of wisdom and achieve common view , promote the opening and revolution in related fields.

非政治、非宗教、非政府、非盈利性，以關注生命為中心的國際性志願服務工作和志願者發展會議，超越地區、種族和文化差異，對各國間的公益文化和志願工作的新概念、新觀念、新專案、新經驗展現在世人面前。成為全球公益慈善領域廣泛交流與務實合作的高層次交流平臺。成為促進生命發展方向的公益慈善和志願服務領域的“奧林匹克”盛會。

     This great caring life-centered meeting is a nonpolitical,nonreligious ,nongovernmental ,non beneficial intl. volunteering work and volunteering development meeting ,aims to present the world the new concepts ,new ideas ,new special cases ,new experience of public welfare culture and volunteering work of governments beyond regions ,race and cultural difference , to be made a high level communication platform of global public welfare and a charitable and volunteering “Olympics” in the direction of promoting life development .

The first intl. life development forum namely the summit of volunteering leaders holding in Hongkong is under special background . HongKong has a specially ideal postion, backing motherland and facing the world , Hongkong has the advantages of most free economy ,intl. wide communication , perfect laws and economic managing talents . Hongkong ,is not only the world financial center ,shipment center, commerce center ,but also the most developed area for volunteering service and volunteers. It has perfect operational mechanism ,policy support of government ,colorful volunteering action and intl. horizon .In addition , many NGOs have branches in Hongkong and Hongkong has close interaction with Taiwan ,Macao and ASEAN

其次今年是香港回歸15年，香港目前處在一個重要的發展時期，金融危機和歐債危機的影響和壓力還存在，還面臨著經濟下行和通脹的雙重壓力，在改善民生、推進民主、保持社會和諧、解決好社會公平等重大問題，如何瞭解志願服務工作的需求，應對挑戰對香港本身具有重要的意義。

And this year is the 15 anniversary of Hongkong’s return to China , Hongkong now is in a very critical development period -the staggering financial crisis and Europe debt crisis and the dual pressure of economic slowdown and inflation and many great issues like improving of people’s living standard 、boosting democracy 、keeping social harmony 、solving social justice. How to meet the work requirements of volunteers and answer the challenges has crucial significance for Hongkong

首屆國際生命發展論諫暨志工領袖峰會一方面弘揚民族精神和以改革創新為核心的時代精神，向世界輸送中國價值觀，樹立中國公益人的國際形象，并促进公益项目交流，促成一些公益项目通过这一平台获得它所需要的支持和帮助，也是感謝香港市民對國內災難救援、社会工作的支持，建立內地與港澳臺民間交流的管道。

基於本次峰會的非政治、非宗教、非政府、非盈利性，成為促進生命發展方向的公益慈善和志願服務領域的“奧林匹克”盛會，所以本次峰會優秀公益項目博覽會的展示不考慮意識形態，不考慮專業領域，無論是政府的，還是民間的、企業的，無論是西方的，還是東方的，無論是做關愛生命工作，還是與生命發展相關的社區、維權等工作，只要是為生命發展服務都可以，鼓勵發揮創造性和主動參與性。

Based on that the summit is the nonpolitical ,nonreligious ,nongovernmental ,non beneficial and to be made global public welfare and a charitable and volunteering “Olympics” in the direction of promoting life development, therefore ,this meeting does not consider ideology ,professional field irrespective of governmental or non governmental ,entrepreneur , east or west ,life caring or the community work or safeguarding rights that related with life development as long as it services for life development , we encourage initiative and active participation.

生命發展是每個個體享有一切權利的基礎，也是公益慈善和志願服務工作切入的重點，是一項全球性綜合性工作，受到各國法律保護。所以本次博覽會，希望能展示不同組織間的相關工作，並促成相關合作。本屆峰會設立三個展示板塊：社會與志願；災難與志願；生命與志願：

Life development is the base that individual enjoys all rights , the emphasis of public welfare and charitable and volunteering works , is a global comprehensive work and protected by the laws of governments . Therefore , this expo hopes to demonstrate the related work among different organizations and facilitate the pertinent cooperation . There are three demonstration areas : community and volunteering ; disaster and volunteering ,life and volunteering .

     ●社會與志願 society and volunteering

政府：制度；影響；管理缺失；政府角色；改善生計、教育和學校。

Government：System ; influence ; management deficiency ; role of government ; improving of living standard 、education and schools

商業：社會企業；小額信貸；企業社會責任；公益理念與社會實踐；更合理貿易和合乎道德的消費；

Business： social enterprises ; small sum credit ; social responsibility of enterprises ; public welfare and social practice ; more reasonable trade and better moral consumption .

網路：分享技能和資源；開放的軟體與網路合作；新媒介；與人聯通；

災難救援中的社會問題與公共政策問題；救災中NGO的積極面和消極面；公民社會組織；進入災區後與災區民眾相處時的感受；災民對志願者與NGO的態度、感受，他們的行為特徵與問題。

The social problem and public policy during the disaster relief ; the positive and negative sides of NGO during the disaster relief ; citizen social organization ; the feeling of entering disaster hit area and getting along with victims ; Victims’ attitude and feeling towards volunteers and NGO , their behavioral trait and questions .
